Pipe Subway Network


Westminster City Council (WCC) is responsible for approximately 7.5km of underground service tunnels built in the late 1800’s and early 1900’s for the sole purpose of carrying statutory utilities plant.

These tunnels (referred to as the Pipe Subway Network) were constructed under the “Pipe Subway Act : 1893” (supplemented by Statutory Instrument : 1989).  This Act identifies the Local Authority as the owner of any Pipe Subway within its geographical boundary.

Access to and working within the Pipe Subway Network is strictly controlled by each Local Authority and is governed by the “Code of Practice for Safe Working in Local Authority Service Subways : April 2005”.
