Project Overview

The 3 year accident statistics for 2011-2013 have been reviewed particularly concentrating on vulnerable road users and a list of sites has been collated for accident review and analysis. As part of this a site review is also carried out with the Metropolitan Police, Living Streets and the London Cycling Campaign. Following this review 8 sites have been selected for the Local Safety Feasibility Studies the junction of Millbank and Dean Stanley Street is one of the sites selected.

Westminster City Council has commissioned FM Conway Ltd, the City Council’s service provider, to carry out safety improvements within Millbank / Dean Stanley Street junction.

Existing controlled zebra crossing will remain, however it will be widened and moved west to accommodate widened pedestrian island. Also crossing point is to be raised up to the top of the kerb level to slow traffic down and improve safety for pedestrians crossing the Millbank.
   
The estimated implementation start date is 14th March 2017 with Traffic Management in place. FM Conway anticipate that works will take approx. 2 months, however as part of the works Millbank will always be opened for traffic and only be closed for re-surfacing night works in early May 2017.

Proposed improvements include:

  • Widened and re-positioned pedestrian island;
  • Improved street lighting and zebra crossing lights;
  • Installation of raised table to provide improved traffic calming and pedestrian crossing movements at the junction of Millbank with Dean Stanley Street;
  • Amendments to carriageway and footway materials;
  • Improvement of drainage system

In order to undertake the construction safely the eastern end of Dean Stanley Street will be closed to traffic. A small amount of parking at the north east end of the Dean Stanley Street and motorcycle parking bay will be suspended in order to provide space for compound and turning area for construction vehicles. Please remove any vehicle from the affected bays for that period.

Access to both residential and commercial property will be maintained throughout. Footway access around the proposed works will at times be restricted, although pedestrian access will be maintained. Zebra crossing at Millbank / Dean Stanley Street Junction is to be closed for the whole duration of works; pedestrians are advised to use existing crossing points south and north of a junction. Access to Victoria Tower Gardens is to be limited when working at the entrance gate, northern gate entrance is to be used.

The works are planned to be undertaken from the 14th March to the 06th June 2017. Normal working hours will be Monday to Saturday between 07:00 and 18:00 (13.00 on Saturdays if required).

It is possible that the construction dates may change for operational reasons (weather delays etc.) between now and the planned start date, but the methodology of carrying out the work is not expected to change.

Diversion routes will be signed whilst road closures are in place.

Whilst we will take steps to minimize the impact on residents and businesses, some of the works will be noisy and access to properties will be restricted at times.

Outline Programme

Implementation 14/03/2017-06/06/2017.

Each of the four phases will follow the same methodology. We will start by excavating the existing surface and footway materials. We will then install new kerbs and concrete base for associated paving/surfacing. Once the new kerbs are complete we will move onto the next phase and a gang will remain completing the footway slabs.

Phase 1 - 2 weeks (1 week removing existing island and carrying nearby drainage/ducting works and returning to install new pedestrian island in final week) , - The parking bays at the junction and motorcycle bay in this area will be suspended and traffic will be using southbound lane of the carriageway controlled by two-way lights. Eastern end of Dean Stanley Street is to be closed. Phase 2 - 3 weeks. Works on western footway, northbound lane of the carriageway will be closed for works with two - way traffic operational and divided with water-filled barrier. Eastern end of Dean Stanley Street is to be closed.

Phase 3 - 1 week. Works on eastern footway, southbound lane of the carriageway will be closed for works with two - way traffic operational and divided with water-filled barrier. Eastern end of Dean Stanley Street is to be closed.

Phase 4 - 4 nights. Millbank is to be closed for traffic between Horseferry Road to Great Peter Street for carriageway resurfacing.
