Project Overview

UK Parliament has commissioned service provider Kier Construction (Southern) Limited to carry out utility works within the following roads: Little College Street, Great College Street, Parliament Square, Broad Sanctuary, St Margaret Street, Abingdon Street, Millbank, Smith Square, Lord North Street, Great Peter Street, Tothill Street, Victoria Street, Parliament Street and Great Smith Street.

The proposed works are to include the following:

  • Utility Works - on the Public Highway.
The works are programmed to commence on 1 April 2019 and will be undertaken 7 days a week with multiple phases requiring some continuous work over a 24 hour period. No noisy work will be undertaken between the hours of 8:00pm and 6:00am. Whilst steps will be taken to try to minimise the impact of noise on businesses, some of the works will be noisy. As a result of the proposed works it is necessary to ban certain traffic movements and close roads to ensure the works can be completed safely and within the planned duration.

Through collaborative working with all key stakeholders which include the list below the aim is to complete the works by the end of June 2019:

Strategic Estates (SE);
Westminster City Council (WCC);
Transport for London (TfL);
MET Police; and
London Buses.

The proposed works phasing is designed to achieve the following objectives:
  • Safe working space for construction operatives and all road users;
  • Works areas with the least impact and most effective timescales and safe working space;
  • Access and security to frontages;
  • Minimise impact on surrounding traffic network whilst providing sufficient working space; and
  • Reduce the impact of the works on the traffic network by providing, where possible, at least one running lane.

It is proposed to undertake the work through multiple stages referred to as works areas. In some cases work areas may be operating simultaneously.
Phasing
Phase 1 – 1st April to 20th April 2019
(Refer to drg number’s AGB1787 to 1789 for Traffic Management and diversion plans).
  • Closure of Great Smith Street southbound from the junction with Victoria Street to the junction with Great Peter Street;
  • Ban the left turn from Storey’s Gate into Broad Sanctuary / Victoria Street (eastbound);
  • Ban the right turn from Broad Sanctuary / Victoria Street (westbound) into Storey’s Gate;
  • Ban the right turn from Victoria Street (eastbound) into Great Smith Street;
  • Ban the left turn from Victoria Street (westbound) into Great Smith Street;
  • Change Abbey Orchard Street to one way eastbound; and
  • Ban the right turn from Abbey Orchard Street into Great Smith Street.
Duration: 20 days

Phase 2 - 21st April to 7th May 2019
(Refer to drg number’s AGB1790 to 1796 for Traffic Management and diversion plans).

Closure of Little College Street between Great College Street and Great Peter Street.

Duration: 16 days

Phase 3 – 8th May to 23rd May 2019

(Refer to drg number’s AGB1797 to 1780 for Traffic Management and diversion plans).
  • Full road closure of St Margaret’s Street – Abingdon Street between the junction with Parliament Square / Broad Sanctuary and Great Peter Street. This road closure will extend further to Lambeth Bridge Roundabout for part of the closure.

Phase 4 – 24th May to 6th June 2019

  • Ban the left turn from Parliament Street southbound into Bridge Street.
Duration: 14 days

Phase 5 – 7th June to 22nd June 2019

(Refer to number’s AGB1802 to 1803 for Traffic Management and diversion plans).
  • Road closure of Broad Sanctuary westbound between the junction with Parliament Square and in advance of Storey’s Gate.
Duration: 16 days

Phase 6 – 22nd June to 30th June 2019

(Refer to drg number’s AGB1804 to 1805 for Traffic Management and diversion plans).
  • Road closure of Parliament Street northbound between the junction with Great George Street / Parliament Square and the junction with King Charles Street; and
  • Ban right turn for buses westbound on Bridge Street turning right into Parliament Street northbound.
