The scheme will:
Westminster City Council's former Cabinet Member for City Management, Councillor Danny Chalkley, took a formal decision on Westminster City Council's participation in the scheme in July 2009.
Before the docking stations can be installed, TfL must apply to each borough, as the Local Planning and Highway Authority, for Planning Permission and to seek Traffic Management Orders, which allow the Council, as the Highway Authority, to regulate the operation of cycle docking stations and enforce against any inappropriate use or obstruction.
Both of these processes are legal procedures. This means that there will be opportunities for residents and businesses in the immediate vicinity of each proposed docking station to comment on the proposal and make any objections.
Serco has been appointed by TfL as the scheme operator which includes design, build and operation of the scheme. There are currently 336 cycle hire stations operational across the scheme. As Planning Permissions and Traffic Management Orders are agreed for supplementary sites to achieve the network of 400 sites, work can then begin on the installation of these cycle hire stations.
TfL will be providing funding for measures to complement the cycle hire scheme, which will support the Westminster City Council's annual programme of improvements for cyclists (including provision of cycle stands, development of cycle routes and provision of cycle training for anyone living, working or studying in Westminster).
